New Pre School Regulations - Qualification Requirements

The new Child Care Act 1991 (Early Years Services) Regulations 2016 come into operation on the 30th of June 2016.

 

These new regulations require that all staff counted in the adult child ratio’s must have a minimum qualification of a major award in early childhood care and education at Level 5 on the National Framework of Qualifications, or equivalent, by 31st December 2016. 

 

The option to sign the Grandfathering Declaration is still open to staff members who do not hold a minimum Level 5 qualification and who intend to retire from the sector on or before 1st September 2021 i.e. a declaration to the effect that you wish to apply for an exemption from the minimum qualification requirement set out in the Child Care Act 1991 (Early Years Services) Regulations 2016; that you intend to retire from employment in a pre-school service on or before 1st September 2021; and that you understand that you will not be in a position to be employed in a pre-school service to work with children on or after 1st September 2021 unless you have acquired at least a major award in early childhood care and education at Level 5 on the National Framework of Qualifications, or equivalent.

 

This exemption does not apply to the requirement for ECCE Room Leaders to hold a minimum qualification at Level 6 on the National Framework for Qualifications.

 

It is important to note that any staff member who wishes to sign the Grandfathering Declaration must do so on or before the 30th of June 2016.

·         At the appointed time, come to the Dublin City Childcare Committee office. Proof of your PPS Number must be brought with you. Your PPSN is found on all tax documents, correspondence from social welfare, Medical Cards and Social Services Cards.

·         You will be given a blank copy of the Grandfathering Declaration Form, which must be signed and dated by you. A staff member of Dublin City Childcare Committee will witness the signature by stamping the declaration form.

·         Dublin City Childcare Committee will keep a copy of the signed declaration form for our records. You will keep the original and a copy of the signed declaration form should also be given to your employer
