Composition
Dublin City Childcare Committee Ltd is a company limited by guarantee not having a share capital. This is a legal structure and means that all profits are reinvested in the company. DCCC has a separate legal identity or status. It can carry out activities in its own name e.g. self employ, borrow money, buy or lease property, take or defend legal proceedings. Board members of DCCC are requested to become a director of the company. Our legal status means that DCCC members are protected from being personally liable for the activities or debts of the company.
The legal structure, of a company limited by guarantee is recommended for most voluntary and community organisations in Ireland.
Financial-General Purposes Group (FGPG)
One of the important features of DCCC’s structure is the Financial-General Purposes Group (FGPG) which was established by the board in 2008. The FGPG group focus on the ‘housekeeping’ (finance, human resources, health and safety etc) issues. The group consists of the Chairperson, Treasurer and a Board member responsible for HR. This group meets monthly for a half hour before the Board meeting. The group has no authority to undertake any work outside of its strategic plan or without the endorsement of the board.
Project Evaluation Sub Committee (PESC)
In the context of the National Childcare Investment Programme (NCIP)
2006-2010 the Dublin City Childcare Committee Ltd was required to establish a Sub Committee Structure that is responsible for the evaluation of capital funding proposals submitted under NCIP in Dublin City.
The purpose of evaluating project proposals at a city level is to evaluate and make recommendations to OMC through Pobal regarding applications made under the NCIP and to proactively address childcare needs identified at city level.
The application process to the NCIP/ DCCC Ltd is guided by the principles of good governance including accountability, transparency & equity, and is in line with following guidelines regarding due progress.
The role of DCCC Ltd is NOT the decision makers in the process but plays a role in facilitating information to assist a decision to be made.
PESC will operate in accordance with their own Terms of Reference as revised by the PESC committee in March 2007.
Local Childcare Resource Centres
One of the primary mechanisms used by DCCC for delivering supports to providers and parents at a local level is achieved through the LCRCs. Local Childcare Resource Centres offer information and support to parents, providers of childcare, childcare workers, home-based childminders and employers.
